		<description>Tragedy in West Texas Produces Initiative to Halt Texting while Driving

November 4, 2009, was a normal day in Seagraves, Texas. Students and teachers were heading to school, including Jeanne Brown and her daughter, Alex. When Mrs. Brown, a teacher at Seagraves High School, found out her daughter had been counted absent, she went to look for her, backtracking the route Alex takes to school. That was when a normal day in Seagraves became the start of something this small Texas town couldn’t have foreseen. 

In the 11 minutes between Brown finding her daughter’s destroyed truck on the side of Old Seagraves Road and the arrival of the police and paramedics, Brown held her daughter close. It was those 11 minutes that would go on to inspire Pete Christy, a television news anchor from Lubbock, and the rest of the Seagraves community, to begin their crusade against texting while driving.

Buckle Up and Stop Texting
The day before the accident, Christy had what he considers a serendipitous meeting. On November 3, Christy met with Seagraves High School Principal Joel Haragan for lunch in nearby Brownfield. Haragan had been talking to Christy, who covers area high school sports for KCBDTV, since mid-September, hoping to get him to report on some Seagraves games. 

The next day, Haragan called him with word of the crash, and Christy and his crew went out to interview Haragan at Seagraves High School.

“As we were out there, the word came down that she had died,” Christy said. “I thought, ‘Why didn’t my prayers work? I didn’t know this girl.’ And all these kids were calling me and watching me on TV.” 

Seagraves ISD Superintendent Kevin Spiller remembers the day at the hospital vividly, when he waited with Alex’s family. Brown had discovered that Alex had been texting while behind the wheel. 

“When the doctors told us that Alex was ‘in God’s hands and that was where she would probably remain,’ a family member looked at me and stated in a very matter-of-fact tone, ‘Something good will come from this tragedy,’” Spiller said. “I think what he did not know for sure at the time was that he was speaking life into the B.U.S.T. program.”

As he sat brainstorming a name for his project, Buckle Up and Stop Texting popped into his head, and that same day B.U.S.T. was born. Now, mere months later, he and Jeanne Brown have visited numerous schools in the Panhandle and throughout the state, spreading the initiative against texting while driving and generating regional, statewide, and national interest.
“It’s all about getting these kids’ brains not to text and drive,” Christy said. “Especially in these small towns with these narrow, small lanes. Kids aren’t even buckling up.”

Their approach is relatively simple: They speak at schools, get kids to sign a pledge saying they won’t text and drive, and hand out materials such as bumper stickers to help them remind each other not to continue their distracted behavior. At press time, Christy said approximately 6,000 students had signed the pledge.

“Even if you save one kid, I’d say it’s worth it,” Christy said. “And I know we’ve saved a lot more.”

As a reporter for one of the most-watched newscasts in the area, Christy says he’s had the platform to make things happen. He considers himself a role model for a lot of students in the Panhandle and felt that B.U.S.T. could help prevent accidents like Alex’s from happening in the future.

“I’ve heard of too many accidents, and I decided I’ve got to do something,” he said. “We cover about 80 high schools for football, basketball, and baseball. I’m the guy. These kids put me on a pedestal.”

Though he’s already won several awards for his efforts, including one from the ESC Region 16 superintendents, Christy says he wants to keep the focus on the cause. He believes their next step will be to create a nonprofit organization, and he and Spiller are encouraging school districts throughout the state to contact him about appearing at their schools.

“I would recommend to other districts and superintendents that have not taken advantage of the B.U.S.T. program to do so,” Spiller said. “If it can help save the life of one student at a particular district, then it is well worth it. It is a message delivered by the Brown family that everyone needs to hear.” 

The program is free to schools, but Christy and Brown hope for donations along the way to keep them traveling around the state. Spiller says that B.U.S.T.’s efforts are making a difference in the community and beyond.

“It has been a moving experience,” Spiller said. “The support that we have received from school districts around Texas has been remarkable. We told Mrs. Brown to go out this spring and touch lives and, quite frankly, save lives. With the help of KCBD and Pete Christy, I feel as though they have been doing just that.”

Teens in the Driver Seat
While texting and driving is a relatively new topic, concerns about distracted driving, especially for teenagers, have been around for years. In 2001, San Antonio resident Russell Henk noticed a particularly deadly string of auto accidents in the newspapers.

&#60;img src="http://payload27.cargocollective.com/1/4/131121/2857837/teensindrseat.jpg" border="0" width="180" height="176" width_o="180" height_o="176" src_o="http://payload27.cargocollective.com/1/4/131121/2857837/teensindrseat_o.jpg" align="left" /&#62; In 2002, with help from his connections to the Texas Transportation Institute, Henk founded Teens in the Driver Seat, a statewide initiative to caution teenagers against the dangers of distracted driving. The cause has since spread to California, Connecticut, and Georgia.“The fundamental goal is to increase their awareness and then behavior,” Henk said. 
While previous driving initiatives have focused mainly on drunk driving, Henk notes that only 12 percent of fatal crashes involving teens also involved alcohol.

“When you look at that, we’re missing 90 percent of the problem,” Henk said. “Texting and cell phone use are much bigger factors for this age group than drinking and driving.”

Like past programs that aimed to prevent drunk driving and the new B.U.S.T. program, Teens in the Driver Seat also pushes a peer-to-peer approach to changing the minds and attitudes of teenage drivers and preventing distracted behavior in the car.

“Before, we had this law enforcement, top-down kind of ‘stick’ approach,” Henk said. “But I thought, ‘These kids are the ones dying behind the wheel. We’ve got to find ways to get them involved, too.’”

Their approach appears to be working. According to case studies conducted by the Texas Transportation Institute, after going through the program teens showed an increased awareness of the risks of driving at night, texting or using their cell phones while driving, having other teen passengers in the car, and not wearing their seat belts. 

In addition to making teens more cautious, both Teens in the Driver Seat and B.U.S.T. focus on creating a community-wide awareness of the dangers of these habits.

“They sign this pledge, and they aren’t going to text—but someone is going to text them,” Christy said. “It’s not just kids, too. Alex Brown’s mom did it. She texted and drove, and that’s where Alex learned it. Now [Jeanne Brown] is going to schools and talking to kids.”

This year, Teens in the Driver Seat added a junior high and middle school component to the program, hoping to teach safer driving before students ever sit in the driver seat. These programs, like B.U.S.T., are free to schools.

Cell Phone Laws and Limits
Throughout the state, texting and driving is becoming more than just dangerous, as Texas begins to put restrictions on cell phone use in the car. Last June, Governor Rick Perry signed Texas House Bill 55 into law, prohibiting the use of a wireless device in school zones, with an exception for hands-free devices. The law also makes it illegal for bus drivers to use a phone while there are minors on board, except when the bus is stopped.

In September 2009, another new law went into effect, prohibiting all new drivers under the age of 17 receiving a license after September 1, 2009, from using cell phones while driving. 

The city of Austin began restricting texting and driving on January 1. The ordinance states drivers “may not use a wireless communication device to view, send or compose an electronic message or engage other application software while operating a motor vehicle.”

Galveston and Missouri City also have banned texting while driving, and the El Paso City Council agreed unanimously in a preliminary vote February 23 to prohibit the practice.

Still, members of B.U.S.T. and Teens in the Driver Seat are hoping for more. They believe the state needs to put forth additional legislation to prevent teens—and members of other age groups—from texting and driving.

“I think we as a society need to take this problem more seriously,” Spiller said. “We are losing more and more people to car accidents simply because they were texting. Legislation must continue to be sought that helps alleviate this problem.”

Other Initiatives
In addition to these programs aimed at teens, several nationwide solutions to stop distracted driving have also been launched.

&#60;img src="http://payload27.cargocollective.com/1/4/131121/2857837/nophonezone.jpg" border="0" width="188" height="104" width_o="188" height_o="104" src_o="http://payload27.cargocollective.com/1/4/131121/2857837/nophonezone_o.jpg" align="left" /&#62; Oprah Winfrey started a national initiative in January to prevent people of all ages from texting and driving. “Don’t tempt fate, that text can wait!” she called out to the audience in a recent episode of the “Oprah” television show. Like the Texas programs, her “No Phone Zone” challenges people to sign a pledge promising limitations on their cell phone use while in the car. 

A new mobile phone application launched January 8 also promises to help reduce the temptation to text while driving.

When activated, the Drivesafe.ly application will read aloud any incoming texts; the user’s phone will then issue a voice command to respond either vocally, with an automatic text response (such as “I’m driving now and will text you back later”), or with a request to repeat the message or call the person back. The free application may be downloaded at  HYPERLINK "http://www.drivesafe.ly" www.drivesafe.ly. 

Spiller believes there will be even more opportunities to keep roads safe in the future.

“Car manufacturers must also take up this cause,” he said. “In America, we have some of the smartest people in the world. We must develop technology and automobile designs that will not allow texting while the car is in operation.”

No matter the future technology, from now on maybe a normal day in Seagraves won’t involve any texting and driving.

As I was walking over to the grocery store today, I saw two pairs of sneakers in a dumpster. I wondered where they had come from. Did someone buy them at a store one day, get excited, slip them on and walk around Brooklyn? Or were they passed down from one family member to another, as many of my shoes have been in the past? Were they plucked from a thrift store shelf for a second life? Who wore them?

I’ve always had a bit of an obsession with shoes, a family tradition passed down from my grandmother, who since her days growing up during Imelda Marcos’ era in the Philippines has amassed a mighty collection. Many of the places she’s been, she’s also picked up a pair of shoes. I can see the decades and the travels through the stacks of shoe boxes piled against her closet wall — pumps from the ’70s, multi-colored flats from the ’80s, sneakers she wore as a nurse in Chicago — a timeline of life itself.

The sandals on my own feet have seen so much of my life for the last two years I’ve owned them. Each fraying edge has seen something new. Unlike a lot of pairs I’ve bought for aesthetics or out of sheer temptation, these were always meant to be practical. I still remember the day I bought them. A friend and I had decided to drive up the California coast together. It was spontaneous, ill-planned and one of the most exciting adventures of my life. We didn’t know where we’d sleep each night and we didn’t pack the right shoes, so we made a pit-stop at a supermarket in a tiny coastal town. We bought the same $8 sandals — mine brown, hers neon green.

They started their journey on a beach near Monterrey. We played in the sand, and they got dirty almost immediately. Then they came with me through hostels, Big Sur, the streets of San Francisco and a hike at Yosemite. They made their way back to Texas with me, where I wore them through many hot summer days and post-graduation contemplation in backyards and coffee shops. They came with me the first time I went to Mexico. They saw me trying new things and learning about myself.

In March, they came with me here to New York City, a place I dreamed about moving while wearing other shoes when I was much younger. They’ve seen subway grunge and city sidewalks, Central Park paths and unfamiliar apartments. And after two years of pounding the pavement with me, I think it may be time for these old sandals to retire — but I just can’t throw them away.
